The main purpose of the publication was to protect Orthodoxy, fight against Polish influence and Catholicism on Western Russian lands, counteract the spread of atheism, as well as manifestations of Ukrainian nationalism and separatism. The magazine defended the idea of unity of the Russian people in its three branches - Belarusian, Great-Russian and Little-Russian, and opposed Polonization and Catholic proselytism. In 1864, the publication was moved from Kiev to Vilna and renamed the “Bulletin of Western Russia”. Since 1870, after K. Govorsky stepped down from the management of the magazine for health reasons, Ivan Eremich became the editor-in-chief. After the death of Govorsky in 1871, the magazine ceased to exist. The journal published research on the history of West Russian lands, historical documents, archival materials, works of art, journalistic and polemical articles. The publication supported the state policy pursued in the region and acted as an organ of conservative thought. The journal "Vestnik of Western Russia" was founded as a continuation of the "Vestnik of South-Western and Western Russia", published in Kiev. The publication actively covered the issues of history, ethnography, public education, Russian-Polish relations and opposed the Polonization of Belarusian and Ukrainian lands.
