The book "Governments and Political Parties in Western Europe" was published in 1905 in Moscow by S. Skirmunta. The author is the American political scientist Abbott Lawrence Lowell (1856-1943), who later became President of Harvard University. The translation into Russian was done by O. Poltoratskoi and edited by F. Smirnova.
