"Charter of Theological Schools" is a normative document approved on May 14, 1867, regulating the activities of theological educational institutions of the Russian Empire. He defined the goals, structure, management and financing of theological schools, as well as established curricula and rules for the admission of students. The main task of these institutions was the primary education of children of the Orthodox clergy. In 1867, the statutes and staffs of theological seminaries and schools were also approved, which became part of the reform of spiritual education in Russia. These charters granted the right to enter religious schools to persons from all classes, but representatives of non-spiritual origin accounted for only about 8% of the total number of students. The publication “On the Procedure for the Introduction of the New Statutes and Staffs of Theological Seminaries and Schools” was published in Vladimir in 1867 and contained 72 pages. The reform of spiritual education in the 1860s and 1870s, part of which was the charter of 1867, aimed not only at the education of highly moral ministers of the church, but also at the integration of theological schools into the general educational system.
